I feel like it's a power-over versus power-with... in my company, managers have some determination over your fate, tech leads can give you a hand up but they can't make a binding determination over your performance, effectively. I'd love it if more managers were centered in emotional intelligence, but that has mostly not been my experience... a lot of them (thankfully not my current one, he's great) are kinda at "me boss, you not, you do as Zog says". Which may be some of why I differentiate there -- can I ignore them if they do that and they're wrong, or do they have the power to make that stick?
