I'm not sure whether this is better or worse, but the hawk whistle isn't a lips-together whistle at all. It's done with my tongue jammed up against my teeth in a way similar to how a police whistle works, and makes a similar sound: very high pitched. This is how I first learned to whistle, and only learned the normal type many years later.
